In 2014, the Russian government reintroduced the Civil Defense Training System «Ready For Labor And Defense» («Gotov k Trudu i Oborone» – GTO, in Russian), which was designed for health and physical activity promotion across people of all ages. However, participation in the GTO events is currently not available for the disabled individuals. In this paper we analyzed the tests of the GTO system and suggested their modification for those with disabilities and physical challenges. The new system was named «para-GTO». Our suggestions on management of the para-GTO events take into consideration the Classification Code of the International Paralympic Committee. Individuals with visual, intellectual and physical impairments could be eligible for para-GTO. In addition those with hearing impairments, after organ transplantation, and with implanted heart pacemakers or/and defibrillators could be eligible. The development of the para-GTO system should include the following stages: specification of sports technical rules; defining the minimal disability criteria for participation and sports functional classes; specification of sports normative results for different disciplines.
